A video showing Paul Otuoma, the Governor of Busia County, kicking a man during a public event has sparked widespread debate online.
The clip, which has been widely shared on social media, captures the governor confronting a man who was allegedly attempting to bypass a queue while residents lined up to receive maize seeds during a distribution exercise.
In the footage, the governor is seen moving toward the man before kicking him, while shouting in Swahili, “Wewe toka hapo,” loosely translated as “You, get out of there.”
The incident reportedly happened during an event where the county government was distributing certified maize seeds to farmers as part of an initiative aimed at boosting agricultural production.
Earlier, the governor had shared a message highlighting the success of the exercise, saying the programme was meant to support farmers and strengthen food security in the county.
In his statement, Otuoma thanked residents from areas including Bunyala, Samia and Matayos for turning up in large numbers during the launch of several development initiatives. These included grading and repair works on local roads, the distribution of certified maize seeds and the awarding of community grants totaling Sh 53.9 million to support farmers.
He also noted that similar enthusiasm had been witnessed in Nambale, Teso North, Teso South and Butula, expressing confidence that increased seed uptake would help boost agricultural production across the county.
However, the circulating video has shifted attention online, with many Kenyans questioning the governor’s conduct during the event.

Reactions from netizens have been mixed, with some defending the governor while others argued that the situation could have been handled differently.
“Poverty is unjust, it befalls men,” wrote one user, Joseph Angla.
Another user, Muithya Kithome, questioned the approach, saying, “This was not the only way ya kumkataza, sharia haifanyi kazi Kenya ama?”
Meanwhile, Kaimasach Leah claimed there were designated queues during the distribution, saying, “Kuna line ya wazee na pia ya wamama, sii mniluize mimi nilikuwa huko.”
